Ideally, collect kids and teens around their age to befriend, help, and look after each other during harsh times. Because Friendship is The Magic That Saves The World! So when they're not being embarrassing preaching about justice and fairness, they'll actually be legit living up to it by spending all their times making sure everyone is okay. From cheering people up through pep talks, finding and distributing food, to play games to stay in good spirits. Making people smile is a hero's job too, after all! Weapon practice sessions will definitely also be a thing, they can hone their skills through friendly sparring and teach those who can't fight but want to about how to wield a weapon (sword, lance, and magic for now).
TL;DR: Justice Cabal collects kiddos their age and makes a club of WE'LL LOOK AFTER AND HELP EVERYONE. Good for moral support and combat skill honing, if you can overlook the fact that they sound terribly idealistic and naive despite their grimdark backgrounds.
